Preservation

Preserving existing affordable housing is an essential component of Issue D because it helps to prevent displacement and maintain the diversity of our community. Displacement occurs when low-income residents are forced to move out of their homes due to rising housing costs. This can happen when affordable housing is converted to market-rate housing, or when landlords raise rents to unaffordable levels. Displacement can have a devastating impact on families, leading to homelessness, financial instability, and health problems.

Issue D includes a number of provisions to protect affordable housing from being converted to market-rate housing. These provisions include:

Rent control: Rent control limits the amount that landlords can raise rents. This helps to keep housing affordable for low-income residents.
Inclusionary zoning: Inclusionary zoning requires developers to include a certain percentage of affordable housing units in new developments. This helps to increase the supply of affordable housing and prevent displacement.
Community land trusts: Community land trusts are non-profit organizations that acquire and hold land for the purpose of providing affordable housing. This helps to ensure that land remains affordable for future generations.

Tenant-based rental assistance: This type of assistance provides direct payments to tenants to help them afford their rent.

These programs include down payment assistance, closing cost assistance, and homeownership counseling.Down payment assistance can help first-time homebuyers to save for a down payment, which is typically the largest upfront cost of buying a home. Closing cost assistance can help first-time homebuyers to pay for the closing costs associated with buying a home, such as the loan origination fee, title insurance, and attorney fees. Homeownership counseling can help first-time homebuyers to understand the homebuying process and make informed decisions about buying a home. These programs can make a significant difference for first-time homebuyers. By helping to overcome the financial barriers to homeownership, Issue D can help more families to achieve the dream of homeownership.

For example, a study by the Urban Institute found that first-time homebuyers who received down payment assistance were more likely to stay in their homes for at least five years than those who did not receive assistance.
