1. Historical Context of USA-South Sudan Relations

The history of USA-South Sudan relations is deeply rooted in the long struggle for independence that South Sudan experienced. For decades, South Sudan was embroiled in conflict with the Sudanese government, leading to a civil war that lasted from 1983 to 2005. The USA played a crucial role in facilitating peace negotiations, ultimately contributing to the signing of the Comprehensive Peace Agreement (CPA) in 2005, which laid the groundwork for South Sudan's eventual independence.

The USA’s involvement in the region was driven by humanitarian concerns and a commitment to promoting democracy and human rights. This historical backdrop is essential to understanding the current dynamics of USA-South Sudan relations.

2. The Role of the USA in South Sudan's Independence

The USA's support for South Sudan’s quest for independence was significant. Key actions included:

• Advocacy for peace negotiations and humanitarian assistance.
• Imposing sanctions on individuals and entities obstructing the peace process.
• Providing diplomatic recognition to South Sudan upon its declaration of independence on July 9, 2011.

This support established a foundation for subsequent diplomatic relations, but it also set high expectations for governance and human rights within South Sudan.

3. Post-Independence Relations: Challenges and Opportunities

Following independence, the USA maintained a strong interest in South Sudan, focusing on various aspects:

• Promoting democratic governance and institution building.
• Encouraging economic development and stability.
• Addressing ongoing conflicts and humanitarian crises.

However, relations faced significant challenges, particularly due to internal conflicts within South Sudan, including the civil war that erupted in 2013. The USA's response included diplomatic efforts, sanctions, and a commitment to humanitarian aid.

4. Humanitarian Aid and Support

• Support for education and child protection programs.

This humanitarian commitment reflects the USA's dedication to improving the lives of South Sudanese citizens and stabilizing the region.
